I wouldn't be surprised; healthcare is the biggest part of the budget in every province, and usually the first to be the recipient of any budget cuts. Yet, because healthcare is such a visceral part of your average joe's life, it's not very political to cut much from there, so they move to the next biggest item, education, and everyone seems to hate teachers.

grad studies for teachers are generally 1 year of teacher's college for a certificate allowing you to teach in canada, although there are programs universities offer for 4 year courses ending with a diploma and a teaching certificate

you're right, there are certain life skills that are essential to having a fulfilling life that, unfortunately, canadian high schools just do not seem to offer. fortunately, i think that with a little time and dedication, a strong curriculum could be developed to help our future students in gaining these skills, but the ministry of education is an archaic bureaucratic machine that changes too slowly and rarely confronts problems until it's too late.

No grad students teach classes and do research and wax philosophical in coffee shops and talk down to undergrads as though if the world was suddenly rid of undergrads, their lives would be incrementally better because they are the truly deserving students on campus.
