Alright, looks like we need to balance the odds more in favour of the town. Here is what I suggest:
Conversions - The transformation into a werewolf takes a full 24 hour game period so is not completed until the following night. The convert is a townie for game purposes until then, but know they have been bitten (no access to werewolf discussion or identity of werewolves). Werewolves cannot convert again until the night following after a successful or failed conversion.
e.g. Night action 'Convert' chosen on the 1st night, the 3rd night and 5th night = New werewolf on the 2nd night, 4th night and 6th night. If the 'convertee' was lynched on the 2nd day or the conversion failed for some reason, a new conversion attempt could be made on the 2nd night instead.
I think that will be the best way to balance the conversion power in favour of the town, but I'm open to any other suggestions as well. Maybe converts should appear as a werewolf or half-transformed werewolf if lynched?
