i vaguely remember hearing the inventor of this sort of condom explain the design.

i believe the loose end is suppose to simulate foreskin, increasing sensitivity for the man.

of course, the rational is that if condoms increase the pleasure of sex for men, then men will be more likely to wear them and engage in safe sex.
