ps if you want to make a website for me and potentially jared to upload clips of music for comment (fuck youtube i don't have a camera), that would be good too.
theoretically i could just use purevolume or something, but i'm pretty lazy and just want internet storage for thsi stuff that isn't through box (what a pain in my ass)

I can make a forum where along with each post, amateur musicians can upload an mp3 they've created for feedback and ratings. Then they can post revised versions, so the site is not so much to promote unknown artists as it is to develop together. Group collaborations are possible. The site can also be useful for aspiring musicians to see how songs develop.
Is there a well-known site with this as the primary purpose already?
PureVolume's layout seems to encourage short comments and discourage thoughtful conversations (new-to-old, no quote feature).

I don't know of a website that actually accomplishes that, and it's something I've been wanting to see. There are various guitar websites that have people uploading material and it being commented on, but that's a sideshow thing. I would like to see a forum with that as a central focus, personally. I can think of a few people in this town offhand who would be interested in using it, especially if it picked up at all. I like the idea that it's not a circle-jerk comment box, but an actual thoughtful discussion of the song in general, although I should mention the idea of song-creation by committee is a pretty terrible one, qualified feedback is invaluable, so it should balance itself out in the end.

Nowhere close, to be honest. Most of their discussion is based around the instruments themselves, and not so much the writing. There's a songwriting forum I lurk at from time to time with it's own composition subforum, but even that one is about as active as the two you posted - one upload every few months. As much as you get a larger userbase to draw from by adding this as a subforum to a larger forum, it still suffers from lack of interest because the focus of the forum is on other things. It would be nice to see a dedicated forum that gets regular use, even if the membership is small.
The plan looks like it covers all the basics - I can't think of any additions offhand without actually participating in the forum and realizing another aspect may be missing (it probably isn't). The process will get streamlined the more it's used.

but honestly it's original conception was a closed community however obviously that is pretty moot atm so a hotornot style comic v comic hierarchy would be the only possible implementation even though it will never happen because nobody makes webcomics anymore

If your running a technical blog then you might find easy idea targets that relate directly to that type of site. For instance, this site is about Word Press and the tools available for it and you will find it hard to track down a post that is not at least remotely about Word Press in some way.
