Meh, it's a catchall.

If they can't get you for conspiracy to commit a terrorist act, they get you for being part of an unlicensed subversive organisation and throw you in prison for 10 years.

It's not much different from the "You promise not to be a member of and/or affiliated with Communist organizations" of the 1940's and 50's.

One American decided to take a stand (of sorts) over that. He served in the US Army and went over to East Berlin and today supports the reestablishment of East Germany.
