Virus? or Spyware?

Ok, I have a friend with a computer he gave up on a long time ago and he wanted to get it running again. The problem is when he opens the Recycle Bin the Internet Explorer pops up, and even though he has the ethernet connected to the computer, it still doesn't work(the internet). He has done a complete system restore and the problem still persists. Does anyone have any suggestions or have had any similar problems in the past?

Also, with any other icon he tries to open it just opens the recycle bin.

Ignore the bits about system restore, but get him to do the following:

1) Failing that, update your anti virus / spyware programs
2) Reboot and hit F8 til you get an option to boot into safemode
3) Hit yes and login
4) Go to my computer > right click C: drive and run a anti virus scan

CCleaner may help out cleaning any rubbish left behind by any nasties.
