Well, there were two babies discussed here: the Russian one, and the Chinese one. The last sentence in the summary pertains to the Chinese one.
Though I'm far from an expert and just from reading the article, it looks like the first baby wasn't affected by fetus in fetu but something else that is specific to the genitalia (since it sounded like the 2nd penis was "his"). Fetus in fetu can result in all number weird bits appearing in any place.
