I don't see how they can really suspend him if he's not on their school's property... he's going to a public school's prom.

Fuck that school. What he does off of school grounds should be his (and his parents' until he's 18) business. It was stupid of them to sign a contract saying otherwise.
On the otherhand, if it says nothing about him doing these things outside of school in the contract(which it probably did, but still) then there'd be a legal loophole for them to work with.
Edit: how would they even know he was having sex, drinking, dancing, etc at the party anyway? They gonna send a chaperone?

Well I mean, kids really should be segregated by gender. It really harms a teenagers development if they cannot spend time and interact on a meaningful level with a member of the opposite sex. Studies show that sexual repression breeds greatness, and that people aren't really horny, it is just the devil mindfucking them into sin. This is a good guidline for dealing with teenage shenanigans and I am glad that schools can do this, because it is totally the best thing to do.
