The Dell PC comes with Vista Basic, which you wipe and replace with one of your preferred OSes. You lose no money. As I previously said, you can just buy an extra 2GB of RAM with the Dell for $20, possibly less depending on prices, and upgrade it in minutes to 4GB. Your logic is quite flawed and to be honest you are just being rude to me because I pointed out that your purchase probably wasn't the best route, even though I am simply trying to help you.
