The article doesn't say, but he probably swallowed a bag, and when he puked the bag was still there full of its contents.
Smugglers used to eat balloons filled with that shit and then puke it up.

It's pretty common if they see you eating or suspect that you have eaten some drugs to keep from getting arrested.
Sometimes they even induce vomiting and then check it out.
Well, I knew about the inducing part.
Just not about the "holy shit. this guy just puked. let's check it" part.
