i fucked my girl and when i pulled out just to fix the condom or w.e it wasnt on (cus it ripped)...I DID NOT CUM inside of her but im sure pre cum or whatever got inside...it was was proabbly ripped for 5 or so minutes, so what do i do? i heard of plan B can someone explain exactly what i need to do (im 18 btw and she is 17)

Make her test.

Deal with the consequences or learn from the experience.

This is the only thing you can do.

Some women take full ejaculation to get pregnant, some take as little as precum just inside the opening- no I am not kidding. Sperm can live for (a maximum of) 9 days inside the body so at any point over those nine days she may conceive though it is less likely after the 2 days following.

All you can do is wait and time will reveal all.

If you are having sex you need to be prepared to deal with the result.

Plan B is the day after pill. Go to a planned parenthood clinic or something similar, I know you can get Plan B many places. At least you didn't ask what the chances she was pregnant were. Now seriously, get the pill, and then either get your girlfriend on birth control or use condoms properly.

You can take the Plan B pill up to 72 hours after unprotected sex. It's better to take it sooner rather than later.
