No guarantee I'm correct on this, but I thought the 6600GT wasn't HD compliant. It was made before the jump to HD in many Nvidia cards... Then again, maybe you need to update the video drivers.
Now that I see the specs though, there is HD support, so that rules out #1 above.
There may be a chance you need to set a custom resolution in the Nvidia Control Panel. It'll be right there as soon as you open the utility. That way, you can set the highest resolution your TV and card are caable of, hopefully with no nasty side effects. Even then, it cancels out the new resolution in 15 seconds if it doesn't show up right, or at all.
EDIT: It could also be that VGA doesn't support resolutions that high... I just wiki'd it and it's saying even SVGA is 800x600.
EDIT 2: Scratch that. Another wiki age say max VGA res is 2048x1536...

My friend had the same problem. He said he messed around in the video settings or something. It might be locked at 800x600 or something.
Sorry I can't remember it was like 3 months ago.
You will probably need a DVI out card with a DVI->HDMI cable.
I have my toshiba machine hooked up to my samsung hdtv via vga at true 720p. I had to upgrade my drivers to make it possible. I suggest updating your driver.
His TV may not allow HD resolutions over VGA, as it's not HDCP compliant.
