If you think your employee is putting in too many hours and not giving you satisfactory output why not just fire them and get someone who will. Or put them on probation and tell them they need to output to your satisfaction or they're gone. Maybe have them email you when they go on/off the clock, or ask for a detailed breakdown of how many hours they spent on each job task. I do some work online from home and I provide a detailed listing on my invoices, and let me tell you that it would be pretty hard to try to pad those hours because if you say it takes 3 hours to transcribe 2 pages (I don't do transcriptions but just as an example) you can be like 'um that should take just an hour, tops.
