Your analogy is useless. We're not talking about any amount of money that could make a difference to anything, and we're not talking about something like college or education which has a bearing on one's entire life. This is inconsequential stupidity. Sure, she should have gotten her money back, but no matter revolving around three dollars is business for the police.
She is a self-righteous, unhinged unfortunate. The McDonalds employees are just inept silly people with no idea of customer service.
