Dude, he didn't defend China's central government in the slightest, all he did was point out that the local governments are usually riddled with corruption too. That doesn't mean he's saying the central government is right to blame them for things that aren't their fault. He CERTAINLY never said that don't they use anti-Japanese hype to direct public unhappiness outwards, so I don't know why you are even bringing that issue up as if it's something he had denied.
My faith in human intelligence will be severely shaken if you two get into the argument it looks like you might be about to get into.

Where does this even come from? Japan does have some answering to do, though, considering that it pretty much brushes over WWII as "We did some stuff and those damn Chinese (and Koreans) had it good under us, but then the US nuked us and it all went to shit for a while." At least the PRC respected Tibetan and Uighur ethnic autonomy for a while under Mao. Also the Zhuang and other peoples enjoyed autonomy and looked more favorably to the Communists. The Republic of China, by contrast, pretty much said "Anything that went independent from us is a damn lie" and denied the independence of Mongolia, for example. Also they weren't too kind towards the actual ethnic Taiwanese, treating them more like conquered peoples than "Hey, we're both on this island together."PRC vs ROC
