    All the students at Luolang Elementary School, a yellow-and-orange concrete structure off a winding mountain road in southern China, know the key rules: Do not run in the halls. Take your seat before the bell rings. Raise your hand to ask a question.

    And oh, yes: Salute every passing car on your way to and from school.

    This is hardly the only nation where local bureaucrats sometimes run a bit too free. But in China, where many local officials are less than well trained and only the party can eject them from office, local governments’ dubious edicts are common enough that skewering them has become a favorite pastime of China’s Web users.
    Also, the central government often uses the local governments as scapegoats. So criticism of "the government" on state-run media, for example, is usually directed at local government and not at the central government at all.

    Not much different from bowing to people you meet à la Korea, only far less personal.

    Also, the central government often uses the local governments as scapegoats. So criticism of "the government" on state-run media, for example, is usually directed at local government and not at the central government at all.
    The local governments aren't exactly shining examples of anything, though.

    Dude, he didn't defend China's central government in the slightest, all he did was point out that the local governments are usually riddled with corruption too. That doesn't mean he's saying the central government is right to blame them for things that aren't their fault. He CERTAINLY never said that don't they use anti-Japanese hype to direct public unhappiness outwards, so I don't know why you are even bringing that issue up as if it's something he had denied.

    My faith in human intelligence will be severely shaken if you two get into the argument it looks like you might be about to get into.

    Where does this even come from? Japan does have some answering to do, though, considering that it pretty much brushes over WWII as "We did some stuff and those damn Chinese (and Koreans) had it good under us, but then the US nuked us and it all went to shit for a while." Obviously no mention about the mass rapings, etc.

    At least the PRC respected Tibetan and Uighur ethnic autonomy for a while under Mao. Also the Zhuang and other peoples enjoyed autonomy and looked more favorably to the Communists. The Republic of China, by contrast, pretty much said "Anything that went independent from us is a damn lie" and denied the independence of Mongolia, for example. Also they weren't too kind towards the actual ethnic Taiwanese, treating them more like conquered peoples than "Hey, we're both on this island together."
