Well yes, it is true that if presidents were directly elected, the voting power of thinly populated states would be decreased (e.g., California has 18 times the voting power of Montana under the current system, but would have 36 times the voting power of Montana under a direct election system, because it has 36 times more people). I don't think it would necessitate any return of powers to the states though.
