If you have a legal issue, ask an attorney, that is their job. Don't let the boss tread on your rights. The attorney can best advise you how to keep the site up and get admissible proof about his threats. Even threatening to do that, if proven, is against the law I am pretty sure.

I agree. But I got a lot of shit on my plate and stressed out enough as is, so for now I am just swallowing my pride and giving in. Feels like the easiest option at this point.
