Look, she's nuts. Like it or not, your best bet is to change your contact info so she can't find you, and forget about her and her problems. If you're in an apartment, well, I don't know what the situation will be, but maybe they'd let you transfer your lease to another unit they own. Making a big circus out of it sounds fun and all, but if you play out any of these hysterical scenarios to their logical conclusions, they just aren't that amusing. Furthermore, when you talk about threatening or blackmailing her, you're expecting a sensible, measured response, and the thrill of her realizing that you have her over a barrel. But remember, she's nuts, and she very well might not respond in any way you expect. When people do things like this, any reaction from you typically feeds their obsession, so the best thing for both of you is just to take it upon yourself to sever contact completely, even if it isn't fair for you to have to do all the work. Suck it up, and get on with your life. When she realizes that you can't even be bothered to argue with her about it, you'll have the soul-crushing victory you seem to want, even if you're not there to enjoy it.
You seemed to indicate that the police are already involved - so just keep telling them if she keeps contacting you. Even if the citations aren't a huge deal, they'll establish a paper trail, lead to uncomfortable situations for your jilted lover, and can be used to get a restraining order later, if necessary. And seriously, $200 per pop several times per month is nothing to sneeze at. But it's pretty likely that, since she's nuts, she'll soon have moved on to obsessing over whatever else is in her life in due course, and she'll forget about you.
Lesson to learn from this: If a woman who would have to be nuts to be interested in you is interested in you, she probably is nuts.

I have no doubt. I don't really know anything about blackmail law. I was just going off of how I imagine things would go if the laws worked the way my brain does. Blackmail seems like on of those things you have to get caught in the act of to get punished.

If she hunts you down at a new place, then I think she's crossed the line into stalking, and you can revisit the restraining order issue. Is she already at the point that she's parking in your apartment's lot and watching you? If so, you migth want to check with a different cop - that's enough to make any sane person worry about his safety. If not, then you're just staying one step ahead of her.
I'm pretty sure they'll help you out with this one - just tell them you're being harassed, and trying to solve it without court orders or lawyers or whatever. You're not the first person to need an emergency phone number change, though I imagine it's mostly women who request it.
And I will say again, that if you get her a citation for $200, it'll make clear that you're serious about getting her to fuck off. And if you have to get several of them, it'll cost her lots of money, make a large inconvenience in her life (especially if she has to explain it to her son or boyfriend), and make it clear to a judge that she's nuts, and that you deserve a restraining order. Do you really think that a 40 year old woman with a career, a kid, and (presumably) some kind of life isn't going to stop and contemplate the fact that the police are issuing her citations over her actions?
