I can make a forum where along with each post, amateur musicians can upload an mp3 they've created for feedback and ratings. Then they can post revised versions, so the site is not so much to promote unknown artists as it is to develop together. Group collaborations are possible. The site can also be useful for aspiring musicians to see how songs develop.

Is there a well-known site with this as the primary purpose already?

PureVolume's layout seems to encourage short comments and discourage thoughtful conversations (new-to-old, no quote feature).
