If you go to minefield that person that gives you the quest will tell you how to make bottlecap mines.
Also I was doing one of her quests because I didn't feel like going to the Washington Monument and getting my ass kicked by super mutants, and I randomly stumbled across where Dad was so I don't even have to do that quest now lol.
