Depends on what you want from the movie. Resident Evil is supposed to be a franchise based on scares, not mindless action. Romero's zombie films are social commentary. Zak Snyder's DotD was an action film, as was the DayotD remake.

That's what I find odd about zombie movies. Given the right circumstances, they can literally be any genre. I mean, when I think "Zombie" I don't think "Zombie-genre", I think of the undead more as a theme than anything else.
I am not sure how I feel about Zombie movies that try and make some vague human condition truth appear at the end. Like in Diary of the Dead, when she asks if humans deserve to survive and it shows those rednecks begin all twisted.
