Black on Xbox. It's essentially 'gun porn' without a plot but it's fun as hell.
Crazy Taxi - Not sure if it counts as underrated but I'm sure it does. Anyway, I could play it for hours.
I'm just trying to figure out what older games I have that would be considered underrated. If I had to choose, I'd say Eternal Darkness, Freedom Fighters, or The Suffering, with the first being for GC, and the latter two for Xbox.
And hell yes to Black. I wanted to buy that game for such a long time, and now that the "current" consoles are out, it's sort of taken a back seat. Same goes for the aforementioned Eternal Darkness. I lent it to a friend a good year or two ago, and then lost touch with the guy. Now the only way I can find it is through Ebay or Craigslist, and it's well more than the $15.99 I originally spent on the damn game. Worth it for spooks alone though.

Deus Ex, while it was still popular and known, was at the same time underrated. Best game ever

That game is not challenging at all in the least at all. Good jeebus it was so easy. You can beat it in 6 or so hours because there is literally not a single thing... it's just... so easy. It's so linear. There's no exploration. It's all... and what about those... the world map battles that made sure you had enough EXP for the next dungeon and the 10 enemy monster gates and...
It was just bad. Bad.
Psychonauts. I played it on PC and even though the controls were horrible and it crashed all the time, I've never smiled so much when playing a game. Loved the story and really want a Psychonauts 2 >:|

Kessen III for the PS2. Improved greatly from the previous two with the gameplay being much more friendly and stratetgy/rpg focused. The previous two games were about large-scale battle and cinematics, and being in the right spot at the right time. Kessen III focused on being all about the romaticized feudal Japan warlord, Oda Nobunaga and his gang of ninjas and samurai elite.

Does Time Splitters 2 count? Also I love the Civilization games but that is not really underrated.
Nah I don't think timesplitters counts as underrated either.
I would say either freelancer (maybe not underrated? I'm not sure, I got it years after it came out) or geometry wars on the 360.
edit: Also deus ex was in no way shape or form underrated. I don't think underrated-ness could be judged by comparing how great a game is to how much publicity/decent reviews it gets because then its all relative to whoevers posting and how great they think a certain game is.
It should just be done by publicity/reviews of the game, which deus ex scored highly on. Very highly lol.

Disgaea 3 has at least gotten some fame by becoming a PS3 title, but in general most people don't know about Nippon Ichi. Every game they've put out has an awesome art style and usually has a great anime-comedy story. Any game that has a weapon called "Beat Down" with an item description of "Make me my dinner, Woman" is a huge WIN in my book.
I'm going to second Eternal Darkness on the GC. That game was challenging and kind of trippy/creepy with the whole sanity system.
A PC game that no one played but I love love loved is Imperialism 2. It is the most fun RTS I've ever played.
I feel like I want to add one more, so I will. Um....I'm going to go with the Phantasy Star Online series. The gameplay is really simple and I could see why people wouldn't like it, but I loved it. It was my first MMO, and it treated me well. PSU is the same way, and you can actually play PSU for free on the Xbox 360 online up to level 30 with the demo.
Darkness for 360 was absolutely terrible. Also I thought the psu or pso wasn't underrated. From what I've read and heard about them, they're pretty big.
Chrono Trigger and Mario RPG definitely don't count.

Unquestionably Illusion of Gaia for the SNES. The music, gameplay, and story are all some of the best in any game ever. I don't think any game has a better ending / ending stage. It is ridiculously epic and I haven't seen any game do it better, ever. While overall I still rate a handful of games as better, this game is one that you'd be a retard to still be reading this post instead of downloading and playing it if you haven't already.
I mean, I liked it when I was little, but I replayed it recently. It's just pretty bad.
Ephemeral Fantasia for the PS2 was a really good turn based RPG with a nice music game in the middle of it.

Winnie the Pooh's Rumbly Tumbly Adventure for the Game Boy Advance wins all...
If you find it at gamestop, the price sticker makes it say "Win the Poons: Rumbly Tumbly Adventure" because it covers only part of the H to make it an N and covers the nie from Winnie

Gun was also amazing.
For its time, the story and song-game in an RPG was a pretty interesting Idea. Looking back (Which is something you should NEVER do if you like something) It isn't the best, but at least it had quality. Darkness looked and sounded like testicles flying through a dark game. OMFG Quick, run to the shadows or else your Dark Mana will burn away.
I have no idea if it was highly or under rated, but I thoroughly enjoyed Crusader No Remorse on windows 3.11. Also Crash Team Racing on the Play Station was a lot of fun.
Iron Man for the 360.
if you tweak the controls to inverted while flying and play on easy the game is fun as hell with moderate replay value.
Custer's Revenge for the Atari 2600. It's got it all; Custer, Indians, nudity, violence, and sex.
Imperial Glory for the PC - similar to the upcoming game Empire:Total War, but a bit older.
Strife for the PC. Came out about the mid-late nineties, first person action shooter, it was pretty awesome.
